The second mule in a mule train can only see the tail end of the lead mule. His view is obscured by the one in front of him and his outlook is simply hind-sight. He doesn't know where he is going and really doesn't care. He should. The lead mule may not know where he is going either.
If the lead mule is "tolerant" he will be open to every deception that lies ahead. His "open mindedness" will cause him to take trails that have been proven hazardous and even deadly to those who have travelled them before. The fate of the second mule relies heavily upon the outlook of the lead mule and whether or not the lead mule is really under the direction and control of his master.
When the lead mule only leads by what he perceives to be true the master has no sway in his decision making at all.
Sounds like the "lead mule" of big government to me. What about you? I think the second mule's name must be Harry. Well, I guess, in that mules are sexless, her name could be Hillary.
