When the Lord spoke there was a dramatic change in this realm. He spoke and there was the creation of that which He said; "Let there be ...., and there was. As His realm responded to His words so, then, did this natural realm.
Let them praise the name of the Lord: for He commanded, and they were created. Psalm 148:5 (KJV)
After mankind was created He (God) spoke to, and through, His prophets. They spoke to realms, regions, rulers and ranks and brought about events that changed history. This method of Divine intervention continues to this day.
You and I are to commune with the Lord [seek Him in His word and in prayer] until we know His mind and then we are to speak what He wants to bring to pass. This is what is meant in 1 John 5:
And this is the confidence that we have in him, that, if we ask any thing according to his will, he heareth us: And if we know that he hear us, whatsoever we ask, we know that we have the petitions that we desired of him. 1 John 5:14-15 (KJV)
When we spend enough time with Him to know His will in a matter, we can confidently decree the word of the Lord and know that He watches over His word to see that it does what it is meant to do:
Then said the LORD unto me, Thou hast well seen: for I will hasten my word to perform it. Jeremiah 1:12 (KJV)
